I think the only reason you wouldn't try to colonize a consecrated world would be if you wanted to try the trick of repeatedly consecrating a world until it gets the strongest modifier. As said before, you can only consecrate habitable worlds you own, that are NOT colonized, worlds that are red or yellow habitability have weak modifiers, worlds matching yours have average, and gaia worlds offer the best modifiers. It raises your entire empire's Unity / Amenities / Spiritualist Attraction, not just that planet, and is most effective if used on a Holy World from Spiritualist Fallen Empires. Even in ideal use (3x Holy World) its +24% Unity, +12% .
Getting +9% amenities and +18% unity is technically possible with only consecrating barren, but extraordinarily unlikely; there's only a 1% chance of getting a consecration rating that good by consecrating barren planets. The statistical average is only +7% amenities and +14% unity. Same deal with non-gaia habitable planets, the statistical average is +8% .
